The international responsibility results from the state violation which has a complete sovereignty on its land, considering that the state has an incomplete sovereignty does not ask for the damage caused by it, Therefore, the international responsibility is considered as one of the most important subjects of the international law, and especially in the subject of the environment and the climate. And the international responsibility is based on the basis that each illegal act causes damage to others, and that it blames the one who did it. However, there are much other damage that cannot be repaired easily, like the damage caused by the use of the atomic energy, by the environmental pollution, by the climate change and the damage that causes harm to the climate, especially that the environmental and climate damage does not stop at particular limits, and the volume of the damage caused by it cannot be determined, considering that it is a kind of a new responsibility and it is necessary that it is determined to know whether it was enough to limit the environmental damage or an alternative system was needed to responsibility, that limits these possible environmental risks and damage
