Abstract

This study addresses two issues; one is concerned with identifying the meaning of struggling micro-enterprises, through which micro-enterprises are introduced; Hobbled, the conditions for these institutions to benefit from the refinancing procedure, and the legal provisions for the refinancing of these institutions, are identified. This study is presented within the framework of the joint ministerial decision issued by the Minister in charge of Small and Medium Enterprises and the Minister of Finance on 26 September 2021 setting out the defaulting micro-enterprises and the conditions and modalities for their refinancing. The analysis of the decision concluded with the identification of the distressed micro-enterprises involved in the refinancing procedure and the conditions and procedures required to benefit from this procedure.
