Abstract

The Regulatory Authority of Public Procurement and the Public utility
Delegation in Algeria and the authority of Public Procurement in Quebec, Canada
control the procedures the public procurement by an audit and investigation
mechanisms.
The research aims to analyze the provisions of the audit and investigation
mechanisms used by the two Regulatory authorities and to reveal their
effectiveness in ensuring that the competition procedure is established with integrity and transparency in the procedures for concluding public procurement,
so that the effectiveness of the investigation procedure carried out by the
Authority of Public Procurement Québec in ensuring the protection of competition
in Public procurements compared to the audit procedure carried out by the
Regulatory Authority of Public Procurement and the Public utility Delegation, as
it an insufficient and limited measure; it contributes in part to ensuring that
competition is enshrined and protected in the procedures for concluding public
procurement.
